What employers need to know about the Hong Kong statutory minimum wage update

Hong Kong has confirmed updates to its Statutory Minimum Wage (SMW) framework, following a review conducted under the Government’s new annual review mechanism.

According to the Labour Department, the Hong Kong Statutory Minimum Wage has increased from HK$42.10 to HK$43.10 per hour, with effect from 1 May 2026. In tandem with this change, the monthly monetary cap on the requirement for employers to record total working hours has increased from HK$17,200 to HK$17,600 per month. (labour.gov.hk)

These changes were adopted following a recommendation by the Minimum Wage Commission, which was formally accepted by the Chief Executive in Council and approved by the Legislative Council earlier this year.

What employers should review

In light of the updated statutory thresholds, employers operating in Hong Kong may wish to:

  • Review hourly rates to ensure they meet or exceed the revised Statutory Minimum Wage
  • Confirm payroll calculations reflect the new rate for any hours worked on or after 1 May 2026
  • Ensure appropriate processes are in place to record total working hours where required under the updated monthly threshold

The Labour Department has published updated guidance and reference materials to support employers and employees in understanding their obligations under the Minimum Wage Ordinance, you can read that guidance here – (labour.gov.hk)

What does this look like for the rest of 2026 and onwards?

As part of Hong Kong’s revised approach, the Statutory Minimum Wage is now subject to an annual review mechanism, designed to improve transparency and predictability by taking into account economic and inflationary indicators. This means employers should expect future wage levels to be reviewed on a more regular basis.
